won't start

I have a 97 XLT 4X4 extended cab with a 4.0 litre.
My problem is she cranks and cranks like she's not getting gas. If I leave it sit a day or so she'll start and run fine. It has happened about 4 times in the last 6 weeks.
Is it the fuel pump starting to go bad? Is there a relay that may be jacked up? I'm not sure but a buddy of mine seems to think my truck was a flood victim in a previous life. I have had some quirky electrical problems in the past.
Any help would be awesome. Summer is fading fast, and if I gotta drop the tank I'd rather it be warm.

Next time it wont start push on the check valve thats on the fuel rail to see it there is pressure. If not pop the line off behind the filter to if there is pressure there. If there is, then the filter is plugged. If not then the pump is bad or not getting power.
