If your issue is the starter motor won't work by turning the key to START then its because of the neutral safety switch
1996 Ranger would have been pre-wired for a Clutch safety switch, look above clutch pedal area in the cab and you will see a longer thin 6 wire connector, only 4 wires may be used
In an automatic Ford installed a by-pass connector on this 6 wire connector, which extended those wires down to the automatics DTR(safety) switch
You just need to unplug the extension and plug in the clutch rods safety switch
OR
On the 6 wire connector 2 wires at the end will be pink and red/blue(or white/pink), jumper these 2 wire together and that will by-pass the Safety switch
