Wiper woes

Ok so the wipers on my 97 ranger are giving me issues. They will only work on high or ultra-high. I tried replacing the wiper/blinker lever but that didn't change anything. I was wondering if you guys thought it was the wiper motor or maybe a relay? :icon_confused:
