Okay, i have the switched power ran, the fused power, and the ground. I need help located where to cut/splice these others
Where would I tap in to the low and high beam switches? Where do I cut for the High beams?

Don't know what year model you're dealing with, but if all you're needing is the high beam wire and the low beam wire, the easiest place I know of is to remove the steering column trim peices (typically 2 screws) and get them both right out of the multifunction switch.
 
as for the switches i tapped in at the multi-funcion switch. and for the high beams, i pulled the pin out of the plug in the switch so that i didn't have any juice in the highs, then I tapped the flasher into the high beams directly at the headlight.
 
Did it work?

I was going to install on in my Ranger a few years ago, but determined that the Headlights were powered from a similar wire, and when one was powered, both would light. I'm curious how you wired them up, so that the High's would alternate or so the highs would alternate with the lows.

Yeah it works great, i might be able to get some pics of the install tomorrow, I basically replaced the high beam circuit. Pulled the pin to the high beams, ran a wire from the high beam switch to the flasher, then from the flasher to each headlight, everything works great.

I used the Code3 Model 700 Sealed Flasher from galls.com about $50 I like it alot, used it on a run and poeple pull over pretty quick, just need to get my deck lights installed.
 
Interesting. Since I'm not keeping the Ranger, I'll probably not install the flasher, but I may still look into it more. I've got one on my Chevy, man does it grab attention!
