Why doesn't my truck have PATS?

I've been wondering about this one for several years now. This is a 2005 XLT. When I went to have a key cut, the locksmith said "it's not going to work" but he cut a plain key with no transponder and the key works fine. Isn't this truck supposed to have PATS? Trust me, I'm glad it doesn't, just curious.
This was a gov't surplus truck in Canada, purchased from a Canadian dealer, yet has speedo in miles. It also seems a lot like a fleet spec of some kind, but I don't know enough to know.

I'm willing to believe "government surplus/fleet spec" deleted pats.

I would have expected my 2002 F250 to have PATS. But it doesn't. It's a bare bones fleet spec truck. Haven't verified that with paperwork. But, no pats, no power windows, no power locks, no power mirrors, no power seats, plain black steel wheels, simple am/fm radio, white with plain gray interior. It's as simple and cheap as a truck could be ordered. I bet @snoranger gets fancier fleet trucks than this. Actually, we've seen pictures of his. He DOES get fancier trucks.

I am super happy about that. I'm sure anti-theft systems are basic necessities in some places but they really irritate me. The less electronics the better IMHO. Especially the ones that make your truck not go.

I remember Ron mentioning something about licensing issues around 2004 that caused a one year removal of PATS.

That's not gloating in my world. I would enjoy getting the cruise working. But that's the only part of that list that I even remotely want. I love my huge shitbox.

I got really, really lucky with this truck. I was mostly shopping for Crown Vics but this popped up and Ranger has been on my "buy when right deal" list for years. Yeah it has high miles but everything worked on the truck when I got it and has had no major unexpected issues. The price, looking back, was unreal. I think it's worth at least 3x now what I paid for it.

Antitheft that wags it's tail is always awesome.

And I was hoping to get my A/C working this year. But it's not looking likely.

well......i could take a picture....


most people get uncomfortable walking next to it....especially if they have not had a tetnus shot.... just trying to crawl into it....sane people become immediately afraid....especially after the starting procedure once it is clattering......

it used to be a pull start....now it is a hybridized sort of disaster....manual glow plugs ect....

but young bob loves it.

The truck itself... Think a Ranger version Christine except mad max.

That's not to say that there isn't a pup or S&W somewhere near by as well.
