Why can't I post pics?

The problem I'm having isn't how to post pics but why it says at the bottom of the screen that I may not post attachments.

Attachments means its only on your computer. You need to get your pictures hosted online before you can start posting them in threads. Follow my guide linked above and you can then post as many pics as you have.
