Whining noise

I have a 98 ranger 4x4 5spd, and i am hearing a fairly loud whning noise whenever i turn the wheel. I've had several people tell me that it is my water pump giving out. I've had a few people who said it was my power steering going bad. ??? I would appriciate any imput at all. Thanks
 
that usually is power steering pump begging for fluid.
 
Every ford that I've owned the power steering pump whines. just make sure that it's full with the correct fluid.
 
Ford PS pumps are loud and sound like they are running dry. It's just how they are. I like to tell my friends that it's a supercharger whine :P
 
Fluid is full so i guess its just normal. Thank god, now i can stop worrying about when my pump was gonna fail. Thanks guys
