Where would you put these retainer clips?

What's the worst that could happen?
There are 3 retainer clips on each front wheelwell liner to fender. I have them on opposite sides between left and right. I'm inclined to believe that they should go on the fender and not on the wheel well liner. Whaddya think?

If they are on the liner, they are
exposed to direct BS so I am going with the fender.

On my 93, the clips are in the plastic liner, which is behind the lip of the febder. So the screw goes through the lip of the fender, then into the clip on the plastic liner. My 97 F150 and 92 F250 are the same way.
Where would you put these retainer clips?

The liner goes on top of the fender lip. I was trying to do it the other way and it was difficult. I've had the fenders off and on so much lately and I never paid attention.
