wheel bearing help please

i am putting new wheel bearings in my truck, i torqued the inner nut to 16 INCH lbs, and the rotor turned fine, then installed the washer and torqued the outer bearing to 170ftlbs and now the rotor doesnt spin nearly as freely, is that normal?
 
NOT normal. Drive with that, and you bought another bearing.
You probably tightened the inner nut down with the outer nut.
 
Sounds like the lil nipple on the lock ring snapped off, causing the inner nut to turn when you torqued the outer.

the nipple is still there in perfect condition, the only thing i can figure out is that the keyed part of the washer is smaller then the groove in the spindle allowing slight movement when torquing the outer nut, i definitely didnt have the socket on both nuts when torquing the outer nut.

either way i kept the inner nut slightly loose then tightened the outer nut and it took up the slack in the inner nut when torqued, so its seems perfect for now. im going to recheck them in a few days
