I'm looking at a set of 15x8 rims with -30mm backspacing that I have 32/11.50/15 tires to put on them I have a rsnger edge with the fender flares that they will be going on I'd like my tires to stick out of the fenders a small amount maybe like 1/2 to 1 inch but I don't want it to stick out to far and look unproportional anyone have any input I know my factory rims are 15x7 with -12 mm of backspackimg and they are sunken I'm the wheel well

Put them on and see what it looks like, as long as you clear your calipers, you shouldnt have a problem. If they dont stick out more than 2-3 inches past the fender, I wouldnt think it would be too tacky or illegal.
