Whats that stuff in the side window jamb?

I just got an 88 ranger - just an old truck for around the farm - but there is a huge amount of noise from the drivers side window - and that felt-like lining that runs around the window is flaking and mostly missing - I've been searching for what its called and how to replace it (seems it should be very simple). Can anyone help with this? Thanks.
