That would be the mint lifesaver left by the previous owner, it can be safely removed.
 
I don't have a camera right now but it sit right under steering wheel and is about 4" round. It seems like a cover to something. Thanks Joey!
 
You list 3 vehicles in your information. Which one are you asking about? I have an 89 B2, which should be almost identical to you 90, and have had a 97 and 2000 Ranger, and none of them had anything like you describe.
 
Difficult to say for sure without anything more to go on, but Im going to guess its the turn signal cancel cam for $500 Alex.
 
So nobody has ever taken the steering wheel off there truck? It's the first thing you see , white about four inches round. I thought this forum was to help people not make fun of them!

it's a 99 and old parts truck is a 95 and they both have it.

I guess nobody thought about taking off the steering wheel. I know I didn't. Unfortunately that's what happens when an important part of the discription is left out.
Anywho, I believe that would be part of the turn signal system. I can't think of the correct term but hopefully someone else can help.
