why I can't push-start my 5 speed Ranger when it has a dead battery.
Also I can't jump it off with jumper cables when the battery is dead.
I have to put a new battery in to get it to crank (and start).
Are the newer ones (OBD2) like this as well?

I don't think vehicles have been able to push started for awhile. I think manufacturers did something to prevent it for security reasons. I'm really not sure though. With the battery sometimes if its too far gone it wont even jump. I don't know the science behind it but I've seen some that just will not take a jump.

I've seen newer manuals get a push start. If it counts I pushed started my bike a few times.

If the battery is dead then you have no power to the fuel pump. Therefore that means no fuel to the rail. Also depending on the motor you have there is no power for the coil, so no spark. If you have a good battery but a bad starter you should be able to push start a newer vehicle.

I have push started my 02 5-speed with dead battery twice with no issues-
 
Could be a short in the battery itself. Ive heard of batteries exploding after you try to jump start them when they have a short. Just get a new battery and stop worrying about it.
 
If you push the vehicle fast enough and far enough the alternator should be able to build up enough of a charge to operate the fuel pump and spark system.
Edit: Presuming that the battery isn't completely dead.

Except that the alternator uses a charge from the battery to create power so if the battery is dead then the alternator will not work. The battery creates a magnetic field in the alternator which is used to generate power. If you could put power into the alternator for this purpose it would work other wise it will not do anything
 
If the battery is stone dead... it wont push start.

If its just a little too weak to crank... bump starting it shouldnt be a problem.

It didn't have any juice to crank plus the lights in dashboard faded quickly. I was able to roll it backwards & pop start it. I went home & recharged the battery (slow charge overnight). I went out & it happened again (deja vu), so I went to Sears for a new battery-

No, it does not. The mechanical motion of the engine moving the pulley and components generates the magnetic field.

All the battery does for an alternator is provide a means of limiting the voltage regulator.

Regardless, my 2000 Accord had no issues being started that way.

Ok but....You state that it didn't have enough juice to crank it, BUT the lights faded quickly. Therefore you had plenty of juice to atleast let the fuel pump prime the system.

Well, thats what I had to do. Just go get a new battery.
And yes, I have been able to push start it with a bad starter before.
I don't think we can compare a 00 Accord to a 94 Ranger in design.
Just seems to me this is a step backwards from the older vehicles.

Well, you specifically asked if OBD2 vehicles had that behavior. At any rate, unless you go back to a mechanical, engine-driven fuel pump, there is no step backwards. If your fuel pump can't run you can't start your engine.
