That was done 90% with the Liquify Filter Tool. Very powerful, yet hard to master. Adding the hair was great, I have tried it before and drove me crazy. I have been using PS for over 10 years now and still learn a thing or two from time to time.
Mac- I PS NOTHING but Rangers - LOL, I do stuff for work and TRS besides my own designs.

On a side/mod note: please be careful posting images that may be borderline adult rated. This could be a toss up and if anyone complains it will be moved to the tailgate.
