dont go by peak power its a worthless way to judge a speakers power handling, always go by the RMS or nominal rating. Peak power rating=Sony Xplod/Pyle/Legacy=Garbage.
 
and there is no harm in using an amp smaller the than sub your powering it with as long as you set your amp's gain correctly and dont try to make up for less power with more gain. Too much Gain will cause a clipped or distorted signal which will damage your speaker

no problem, even rms ratings on amps can be misleading as some amps are over/underrated so even the power of a 1200w rms mono amp will vary according to manufacturer and build quality
 
the new line of alpines amps are what they are. no max watts and rms watts.
it says 400 it is 400
high end kickers actually test each amp. and put the test result in the box for you. my GF amp 300 watts was tested at 311 watts at full power.

perfect examples of power rating differences

Alpine: tends to be right on the money plus a few watts in my exp.

Kicker,RF: always will put out rated power plus some, my kx350 was 421wrms, kx550 was 740ish. ive seen 2500.1's birthsheet say 3000+, but this is on a perfect electrical system with no amperage/voltage drop

Hifonics: some have clamped these to do actual rated power but most dont

Sony/pioneer/jensen/pyle... the list goes on, you will never see 760w rms out of a 760w pioneer ever.

best thing to look for is a CEA compliance label on the box, if it has one it does rated power
