Water issues

Hi all, my 91 Ranger is retaining water! It's the rainy season here in Oregon and the truck sits out in it all the time. There is a small dent over the windshield and a bead of silicone over the gasket.
When I start it up and shift, behind the dash sounds like one of those rainsticks you find at the mall. The cab is dry and it doesn't appear to drain outside when its rolling down the driveway.
Any suggestions on accessing that area? Thanks in advance

What you are describing as the sloshing noise is probably water stuck in the Cowl area, between windshield and hood.
It doesn't have a "drain" but does have a gap that water can run out and down inner fender

So you remove wipers and a few screws then cowl can be pulled up and off to clean "drains"

As far as the windshield
The trim strips come off and what you will see is a trough around the whole windshield.
The glass sits on a metal ridge with a gasket sealing it and holding it to that ridge, around its whole edge.
Then around that ridge is the trough.
So any water that gets behind the trim will run down the trough and to the bottom of windshield.
The corners of this lower trough area can rust out since they have water sitting in them most of the time in the winter, and when that water freezes it can push open weaker rusty spots, then it will cause a leak INSIDE to the cab.
It is often good to pull the trim and check these corners.

Be VERY VERY careful with any metal tools around the edge of ANY tempered glass, VERY CAREFUL!!!
Tempered glass is very strong, in the center, lol, super weak at the edge, it will shatter instantly

Unfortunately the cowl is not removable....oh, I wish it was...
Under the hood there are a couple of spots where you can access under the cowl. But not easily. 1] In the center is a plate. 2] Remove the wiper motor. 3] And one other I can't remember exactly where.
You might be able to loosen the fender enough to get at the rubberized leather flap that is probably clogged with crap. There will be 5 or 6 8mm bolts along the top, a 10mm bolt behind the door at the top hinge level, and a 13mm at the bottom of the fender in front of the door. Also the inner plastic fender bolts need to come out too. I can't promise this will work but I think it's worth a try.
 
My 1988 I took the fenders off and took a hole saw to where the dinky vents were to open it up. Under the hood there should be two access plates, one on the drivers side and one in the middle. I cleaned it out and sealed the seam with some roofing grade urethane caulk (I had water coming in).
