Volt gauge gives funny readings

Hey guys, I have a weird problem. The volt gauge on the dash will drop down to around 9 or 10 volts some times while driving or at idle, just when ever it decides to do so. The problem with this is when it does this the engine feels really sluggish. There are times when it wont do it at all and sometimes it will be that way from start up. I guess the main question I am asking is; could this be the voltage regulator? The alternator seems to be keeping the battery up, I have never had any starting problems, always fires right up. Yes, it could be the VR (or its connector, or corrosion where it mounts - it needs grounding).
Could be the alternator.
Could be bad cable, batt terminal, ground.

Drive it to any AP store that tests Battery/Alternators/Starters, etc. for free. You can figure out a lot if you know how to use a voltmeter.
