I have a 1995 Ford Ranger, 2.3, manual tranny that is hard to start and won't idle until up to warm temperature and even then is has a very rough idle. I borrowed a scanner from a friend and its giving me a PO500 code which is the vehicle speed sensor. Could the sensor being bad cause these symptoms?

No.

Your IAC is a far more likely culprit for all that. I'd replace the whole truck for that issue before I even thought about suspecting the VSS.

the vss would never come to mind for me on this either... i would start with IAC.. or with my truck the problem was coolant temp sensor... mixed with a bad thermostat (which was NEW from autozone, buy your thermostats from napa)
