Valve train noise?????

I rebuilt the 2.3 engine in a 96 ranger and am having some issues with it. I used a compete rebuild kit and got everything back together and am having some issues. All the clearences were within tolerances on the lower end. I had a local shop set up the head. It sounds like valve train noise. It is gradually increasing with the rpms. I just pulled the valve cover and when the lobe of the cam is pointed straight up the rocker arm is loose and able to move from side to side. The coplete top end was replaced with brand new parts. Just wanted to see if anyone had any ideas?? Thanks in advance for any help!
