If you can get your hands on a nitrogen bottle with a regulator pump about 50-100 lbs in the system to check for leaks with soapy water in a spray bottle. Ideally you want to pressure check it to the point just before blowing the high pressure relief. Then blast some nitrogen through it just before pumping it down. After it drops below 800 microns it causes the moisture to boil off and be removed as a gas. Getting the moisture out of the oil is harder tho that is why taking it below 300 microns works better for the long run. Moisture creates acid in the system and destroys the compressor but a leak is not the same as venting it to the atmosphere intentionally. It is not illegal but fixing leaks is just the right thing to do besides if you fire up the compressor without refrigerant your running without oil because the oil is carried in the refrigerant.
