upper and lower ball joints

I have a 98 ranger. Is it possible to change the ball joints without replacing the arms which is what needs to be done according to Haynes Manual? I believe I have done them before but I am not 100% sure.

Lowers yes, they can be removed from the lower control arm using a balljoint press. The uppers are replaced as an assembly with a complete control arm.
 
Since you have a 2wd 4 cylinder I'm assuming you have coil spring front suspension, not torsion bars. With the coil spring suspension, the upper ball joints can also be replaced without replacing the whole arm. The torsion bar setup requires replacing the whole upper control arm.
