Unusual Rust Spot

After pulling out the seats and the carpet to do an audio install, I found this spot on the floor behind the drivers seat. There is some surface rust here and there but not like this. Not sure how water is even getting there. The seat bolt isn't rusty so it's not getting in from there. Only the area inside the red line is comprimized. Anyway, should I go ahead and remove as much as I can or just seal it up. The truck is old and I only plan to keep it for another year or so. This is my first rodeo with bodywork so what should I use? I am cleaning up the other spots and then treating them with POR15.

Did you forget the pic?
 
For just a year or two? Blow out the dust and slop some por15 in there.
 
Water likely came in through the third brake light seal.
 
Around the seat bolts? If everything else is clean I'd be more likely to think habitual drink spiller or seat pisser in it's previous life... LOL
 
Could also have some of that foam stick on Heat shield that likes to absorb water on the bottom.

No, it came in from underneath. Back of the cab is perfect. There is a small spot right under it that is rotted. There is a metal layer over what's rusted in the cab and the moisture must have got trapped in between. That's why it's only in that spot. It's eating it's way from underneath! I'm going to just cover it up with fiberglass resin in the cab and then clean up the underneath as best I can and then cover it with POR15 then fiberglass resin. Should get me by for a year or two.
