the pad on the hood of my ranger its getting ratty and im woried about it hanging down and catching the manifold or fan or something. is it gonna cause any problems if i take if out? it isnt doing much good in places as it is

Won't really hurt anything. Most standards don't have it. Most every auto does. Kills sound from the trans more than anything else from what I've found on my vehicles.

i generally rip the underhood insulation out when i get a new (used) vehicle. i rarely buy vehicles newer than 10 years or so, so by the time i get them the insulation is dirty, water and oil stained, and usually starting to sag. the rangers insulation was in pretty good shape comparativly, but i removed and stored it anyways. i didnt notice any difference in sound (trucks a 5 speed).

+1....You can go without it fine. If you are going for OEM look then go to LMC Truck.com. The have resto replacements in stock.
