Unable to controll idle

I've got an 85 b2. I keep getting a code that says unable to control idle. should I be looking at the idle controll motor or the iacv looking thing on the back of the carb? Need to get this thing to pass Cali smog. I've done some searching but must be wording it wrong. Any help is greatly appreciated. Thanks in advance.:icon_confused:
 
I'll run it when I get home don't remember right off the top of my head.
 
There is a antidiesel screw on the side of the carb as the throttle cable. It is actually the idle stop screw for a standard carb. turn it out so it is not touching the throttle lever. The throttle control motor should control the idle at all times. Turn the ignition off and the throttle control motor should fully extend. That is called curb idle after you start it it should then control idle speed around 750 rpms watch the idle motor as you push on the throttle it should fully depress when you give it gas. The antideisel screw keeps the throttle from closing too far when you let off the gas quickly around 650 rpms. With someone on the throttle push it to 1500 rpms and the throttle motor should fully depress at that time unplug the throttle motor and just adjust the idle speed around 650 rpms then plug the motor back in and it should control idle speed. It can be a pain pulling the connector apart to clean it with electrical cleaner then use a small screwdriver to push al the pins back in on both side when you put it together.

The motor is still available post all the codes it pulls up and make sure everything is plugged in. Do you know how to erase the memory and reset the computer?
