My dad went to rent a U Haul today, and they flat out refused to rent him a trailer because he would be pulling it with an Explorer. (hauling furniture). Why?

They won't rent a trailer to someone if the trailer when loaded will exceed the weight rating of the tow vehicle.
Thats why you just tell them you're going to be pulling it with a 1 ton Superduty, Silverado, Ram, etc...
you cant you have to check the vehicle to rent it and get a tag number
Alrighty then, thats stupid. Just find a friend who has a trailer then, don't bother giving them any business.
not true at all. They will just tell you the max you can put into the trailer.
