two Fuel pressure regulators?

went over to check on fordtough503's turbo swap and he asked a question I couldn't answer since my engine didn't come with the part.

why are there two fuel pressure regulators? and are they both needed? there's the standard one on the rail that's vacuum/boost referenced, but this one is in about a 8" piece of fuel line with quick connects on each end (one male one female so it can go inline) and is mounted to a bracket on the rear of the intake to two of the bolts holding the two peices of the intake together.

He handed me the part, I'll try to get a picture up in a day or two, but is the first regulator needed? I've been running without it and I know it works, but are there any ill effects of not using it? I know I've had my share of odd issues in the last couple years, one of which is a rich startup and idle
 
I'm thinking that is actually a fuel pulse damper. Some vehicles had them some didn't. They just even out FP because there is a short drop in FP when an injector opens. They are not really necessary.
 
they're more relevant if the injectors are batch fired as opposed to being sequential.
