What should I check for in a used turbo???

I have a donor motor (86 Merkur T3/T4) and the owner told me I should rebuild the turbo, I've visually inspected it with out disassembling it and it spins, has no end play.

In the dry state how freely should it spin?

As stated this is still assembled as a unit with the down pipe still attached.

If a rebuild is recommended who sells the best one for the money.

check of signs of oil leaking into the housings. Then grab onto the ends of the shaft and check for play. A little side to side play is ok but you dont want in and out play.
 
and make sure the wastegate diaphram moves because if it is stuck then u may have to take it apart and lube up the wastegate. stuck wastegates can cause turbo explosion as well as motor explosion. hehe
