Could be slightly warped, could have a scratch or gouge that's not sealing, most of the time I find it's from not using the RTV properly. Most people tend to just slather some goo on and tighten it up, this doesn't work and it will keep leaking.

Both surfaces needs to be shiney bare metal clean not just quickly cleaned off with a scraper. Use some Scotch Brite to get the surfaces perfect. Next, no oil can be present. Make sure the trans is drained and jack up the back of the truck so there are no drips. Use black RTV or red ATF RTV only and apply a 1/4" thick bead around the surface (go around all the bolt holes) and let it sit for 5-10 minutes. Then put the tail housing on and tighten the bolts FINGER TIGHT. Wait one hour and then torque the bolts down all the way. Wait 24 before refilling the trans with fluid. Do that and it should not leak.

I use anaerobic gasket maker for transmissions instead of RTV. Just personal preference... I find that I am able to use a lot less of it, and it's easier to clean up if I have to tear the trans apart again.

Make sure it's not your top cover leaking. The trans in my Explorer kept leaking and I swore it was the tailhousing, and resealed that a couple times, but after pulling it, I found that it was coming out of the top seal in a place that was hard to see.
