i have a 96 5 spd and can get it most of the way installed except the last inch or so when it contacts the throwout bearing do you have to push in against spring pressure to have the transmission contact the engine or is something wrong?

No, no spring pressure, the clutch is engaged(in contact with flywheel and pressure plate) so trans should just slide right up to the block

Did you use the line up tool for clutch disc, flywheel, pilot bearing?
Try spinning the shaft a bit
