Train doesn't work

Ok, so here is what I have. Took the locomotive and the transformer to the local train shop. Guy there tested them. I saw the engine running in his hand off both his tester and my transformer. Transformer tested good at the store, but I bring it home, set it all back up, check my track connections, and nothing.

I pull out the volt meter and check for power at the tracks and I'm getting about .05v at the tracks. This is at the clip, not the rails. I figure at the "full speed" setting I should see at least 5v available at the clip.

I'm stumped.
 
That only leaves the wire between the transformer and the track clip or the wall socket.
 
actually it sounds like the track has a short between the two rails somewhere.disconnect one wire from the transformer and do another voltage test.if it's ok(seems to me it should be 12v wide open)but goes down when reconnected it's the track.
 
Side note, I am building a train setup for a hobby this winter. Already have a 8x4 sheet of plywood and Im gunna do the real deal.
