Only thing, '07-up Rangers did in fact have different torsion keys and lower rear blocks than 98-06 Rangers to lower the truck. You don't need aftermarket lift keys though, stock 98-06 keys and rear blocks will be fine.
That said, suspension travel is suspension travel and all you are doing is adjusting the suspension downward. So whatever you "lift" it by is how much downtravel you lose.
