First off, Welcome to TRS...
Odds are that you do not have T-Bars. The 98-00 2wd rangers were mostly coil spring twin A-arm front suspension. They did however make a few "Trailhead" model of truck during those years (maybe only in 00) which was a 2wd truck with 4wd suspension, and thus T-bars. It was the equivalent to the 01-07 2wd EDGE model, and the 08+ 2wd SPORT model. There were not a whole bunch of Trailheads made, but they are out there, and I'm fairly sure they were all 3.0L V-6s.
Easiest way to tell, pull a front wheel off, if you see a coil spring (I expect you will), then you don't have T-bars. Don't see a coil spring, then there will be a bar running from the front of the lower control arm back to the frame (about under where the front of your seat would be). Post back with which setup you have, and then we can talk leveling options. Like I said, I assume that you have coils, because it is a 99 and it is a 2.5L, but who knows.
By the way, and I'm sure it was just a typo, but please refer to your engine size as a 4cyl, not a 4.0cyl. Though mathematically 4.0 as a floating point number and 4 as an integer are equal(kind of), it may cause some confusion because there was a 4.0L V-6 engine option in that year(and many others) ranger. And it is often referred to as the 4.0(four-point-oh).
