Torsion bar springs?

Didn't XLT models have coils and Edge models plus 2001+ have torsion bars? Something like that....?

You must have selected something wrong on Rockauto because I just looked up a 99 3.0 Ranger and it lists ball joints and control arms for coil spring models. I seent it myself!

Yea, you should have a good pickle fork some big pry bars, and a big hammer handy...

Correct, all of the Edge model Rangers had torsion bar front springs, whether 2wd or 4wd, but as you noted they started in 2001. That makes his 2wd 99 a coil spring front suspension.

Only special tools is a press and tie rod tool correct?

You mean press as in ball joint press? I sure wouldn't be pulling the lower control arms to press the lower ball joints out and in... rent a ball joint press from the parts store and do them on vehicle.

I already checked into one. I watched a video on 1A Auto and was gonna use that as a guide.....
