What is the correct name for this? Parts stores are helpless about topper stuff and I am not finding much online. If I could just find the plate with a square hole the two rods attach to I would be happy.

Go to Siraweb Truck Cap Parts. They carry just about anything you need to rebuild a topper/cap.
Or, just google up "truck topper/cap parts" Dozens of sites come up.

Couldn't you make it? Piece of 1/4" steel strap. Drill 3 holes the right size. Make one square with a file. Put 2 bends in it in the vise..

Looks like you need a new handle with the square shaft too. So you can have an inside handle for it.

Here's an oval one, about 3/4 or 7/8 down the page.

I have a new handle, that is what prompted this debacle. I wanted a working lock on it.

I could make one, I don't have a file that small and the time I have to work on the truck anymore is limited.

After getting it apart tonight I think it is going to be a bigger PITA to just replace that center part than it is worth.
 
Ok, what's wrong with the rotating plate on yours? I can't see any obvious defects. Is it cracked?

I could make a new one out of 1/4" steel in about two hours with hand tools. I'm sure you could do the same and spread that time out over a few days if need be.

The dimensions of the one I posted look pretty close to yours, and it's cheap enough..
 
The what looks like bends in mine are actually where it is cracked from me trying to pry it off, despite looking rusty it is some kind soft potmetal so welding was not an option. Both ends ended up breaking off, angle grinder took the rest of it off to get the old lock off.

The plate looks close, it might be bigger though and it looks like the hole isn't clocked the same.

I still vote MAKE ONE. But buying that plate at $2.95 isn't much of a gamble...
