timing issue

i seem to have a problem getting the timing correct with my 2.9. everytime i set the #1 cylinder to top center it seems to be 180 degrees off after i try to start the truck. does anyone know what the problem is? i assume that the "TC" marking on the harmonic balancer is top center

You are setting it at tdc on the exhaust stroke....must be on compression stroke when both valves are shut and the distributor rotor is pointing at #1 on the distributor cap.
