I thought I read somewhere that the thermostat in these engines was at the lower radiator hose housing attached to the engine? I don't see one there.

That is where it should be as I understand it. I may have seen something about the last year or so it was moved to the top. But I'm not sure of that. And that part sure does look like a thermostat housing.
 
Its in the lower radiator hose housing, if its not in there then someone removed it or they installed it in the top radiator hose housing for some reason not very likely without replacing that housing if I recall it can be done but requires a different housing. Don't know why they put it in the lower housing its a pain to get to probably is the reason LOL.

I would pick on that.

It was moved there midyear 1985. My February build '85 had it there.

And for that piece you took off, be forewarned that the outlet you have off and the outlet that runs the bypass hose up (and the three bolts screw into) sandwich the timing cover so you may need to pull the PS pump bracket off the engine (so you can actually see it) and make sure that back gasket surface is good.

I know exactly what you are referencing here because after I did not see the thermostat in the housing, I saw the back piece and said "oh it must be in there!" I removed it and realized what it was. I carfully put it all back together with fingers crossed that it has a good seal and there will not be any leaks! This usually never works in my favor!
 
Lower rad hose thermostats use a lower temp rating usually 180
Upper hose t-stats for Fords are 190-195
 
You have a late '85 2.8. The thermostat is in the upper housing.

The thermostat is 188 degrees. It is Ford part D4ZZ-8575-A (RT-252). It is a totally different design than the thermostats that go in the lower housing E3TZ-8575-C (RT-1036)--the lower thermostat is rated at 87 degrees Celsius, which is 188.6 Fahrenheit.
