In 2003 the tach signal comes from the computer, so unless there are running issues I would think its a cluster issue, the tach itself or the 1 signal wire on the back of the cluster
Tan/yellow wire on pin15 of cluster's 16pin connector is the tach signal
1996 to 2003 Ranger clusters are interchangeable
