During the order I just placed for a t-shirt, after putting in my location, it kept showing that shipping was free. It then added 5 or 6 bucks to the total when logging into Paypal. Then it went back to the order screen and showed 5 or 6 dollars less. Then when putting in my phone number and clicking to complete the order, it added the 5 or 6 dollars back to the total charge.
It doesn't really bother me either way but it might bother other users/customers..
