Hello from T-town,
Want to swap 1995 supercab xlt, 2.3, 2 wd, manual trans instrument panel for panel with tach.
Any conversion compatibilities are requested.
Thanks for your consideration.

I have the exact year and model truck as you and I did this very swap last year.

What you'll need is an instrument cluster from a 95 or 96 Ranger or Exploder. (Starting in 97, they changed the layout of the warning lights, check engine lamp for one)

Here are a few links to threads/tech library articles that contain the info that I used to help me:

Info regarding instrument cluster removal:
http://www.therangerstation.com/Magazine/winter2009/gauge_removal.htm

Info regarding swapping your current speedometer/odometer to your new cluster (pay special attention to the part showing how to use a AA battery to calibrate your speedo)
http://www.therangerstation.com/Magazine/spring2009/odometer.htm

Info specific to 95-97 clusters:
http://www.therangerstation.com/forums/showthread.php?t=41983

My only issue is the engine temperature gauge now reads a little low, most likely being that the temp gauge is smaller on the tach cluster and probably has different electrical resistance.
