Sticky Governor in A4LD? Need Confirmation

The Original Question:

1992 Ranger extended cab, 4.0 V6, Automatic, 4x4

The problem:
It's been in the 20's here in Illinois and my transmission has trouble shifting sometimes. The engine runs like a clock so I'm sure the trouble isn't there. The truck coasts just fine so I don't think it's a brake/drivetrain problem. I know I'm in 2wd mode because when parked the forward transaxle turns freely by hand.
When I start the truck up and immediately start driving the truck won't shift into higher gears. I end up doing 25mph at about 3000rpm. After about 5 minutes it will shift -- although sometimes abruptly. If I warm up the car for 10 minutes it will shift right off so it seems to be temperature related. Also, when driving at say 60 on the highway, what rpms should I expect with this engine/trans?

2manyfords and Bent Bolt both said that they suspected a sticky governor.

Because of work and being sick as a dog I haven't been able to dig around under there yet.

The problem has since progressed. Now it won't go into reverse at all (hot or cold) and it won't shift out of 1st in D. It will shift very briefly like it wants to, but when the gas pedal is pressed slightly it will go back into 1st. It will however work just fine in 1st and 2nd. Again, the fluid is clean and at the right level.

Do the new symptoms match the sticky governor theory?

If so, should I just start using the truck for target practice? or... Roughly how much would a transmission shop charge to convert to used 5 speed manual if they'd be willing to do it at all? Advice?

The 1st symptom does sound like a sticky governor. I replaced my governor twice (once I just cleaned it up, 2nd time I replaced it)..

the 2nd symptom is not the governor.. that sounds much worse but I'm no tranny guru.

I've only fixed two things on our a4ld.. sticky governor and a disconnected rooster comb.
