Steering wheel should swap out no issues. cruise buttons will probably swap out, but could be a bit different inside. I was able to get a steering wheel off of a 98 Explorer that worked just fine, but the cruise buttons were a bit different internally, so I ended up having to use the innards from my 97 Ranger and the shells/ buttons from the explorer. But also the 97 cruise buttons show as different part numbers from all the others, and I think that 98 and up are the same, so you might be ok there. Airbag module may not be interchangeable either, not sure on that but your airbag module from your Ranger will bolt up to the new steering wheel.

The Explorer had multiple styles of steering wheel in that generation - the Limited wheels included audio controls etc. and are not a direct swap. The wheels that look similar to the Ranger wheel should be a direct swap.
