Steering Wheel turns steering shaft doesn't

I just replaced the rack and pinion on my 1999 Ranger with a brand new unit as the old one was cracked. After replacing it, the wheels turned left and right to the full capacity, once the wheels stopped turning as I turn the steering wheel it continues to turn and you can feel a bit of binding as the steering wheel turns.
I checked the steering shaft under the hood and it was not turning so looked at the shaft under the dash and it also was not turning.
Any ideas on what causes the steering wheel to turn but not the steering shaft
Also does anyone have a copy of the dismantling of the steering assembly they could me ?

The only thing that comes to mind is that the steering column has separated from the intermediate shaft at the upper end of the shaft. To do that the pinch bolt in the u-joint yoke assembly would've been backed off or removed.
 
You may have stripped the steering wheel. I've never seen that happen before, but it sounds like the only possibility.
