speedometer bottoms out when you apply brakes

I have 1996 Ranger, bought it used, when driving if you apply the brakes the speedometer drops instantly to zero and when you let off it goes back to the speed you are driving, What is causing this???
 
My guess would be a bad ABS sensor.
