I recently replaced my inline and in tank fuel pumps, as well as the fuel pump relay. Its cranking, but not turning over. Im getting spark to the wires and fuel--at least from the in line fuel pump to the fuel rail. Anybody have any advice?

Welcome to TRS :)

Assume a 1985 Ranger.

What engine?

Do a 50/50 test
Spray gasoline or Quick Start(ether) into the intake and try to start
If it fires up and then dies then fuel is the problem
If it doesn't fire then Spark is the problem

Testing for spark is all well and good but it doesn't mean spark is happening at the right time :).

Yes 1985 2.3 4 cyl FI. I did spray carb cleaner into the air intake while trying to turn it over, and i didnt even hear a hiccup of it wanting to turn over. Coil pack is good, wires good, haven't checked plugs though. If those arent gummed up, what would be tbe best course of action?

1985 2.3l should have a distributor with a single coil, and use the TFI ignition system.
Module on the side of distributor.

1989 2.3l's were first year that were dual spark plugs(8), distributorless with Coil packs.

So was engine and computer swapped?

No starting or firing after manually adding fuel means spark is the first problem you need to address.
Good read here on TFI module testing: http://www.therangerstation.com/tech_library/TFI_Diagnostic.shtml

Also make sure distributor rotor is turning when engine is, broken timing belt would of course cause a no start.

Well I guess everyone is assuming that your truck ran before you replaced your pumps and relay. Did it run? If it did I would check fuel pressure. My guess is that somewhere something is hooked up incorrectly and your pumps are not functioning properly.

If it didn't then Engines need 4 things: compression, air, fuel, and spark. You say you have fuel, spark and I'm assuming air so that leaves compression.
