Been using a free Windows app called "IrfanView" for 15 or 20years now. https://www.irfanview.com
It rotates images any angle down to 0.01 degree increments.
It also can adjust brightness & contrast, adjusting size\resolution, change format BMP~JPG~GIF~PNG etc., & ...
Again it's for Windows PCs, not "Stupid Phones";
I normally copy the images\photos on my phon to the PC via USB or email.
There's likely Phon apps that do similar things, but this old school PC guy hates using phon apps.

My guess is that you edited both images (maybe to crop them?) but in different ways somehow. Analysis of the 2 images shows me that the "good" image has the necessary "orientation" data embedded so that it can be automatically rotated to the proper position (presumably by the forum software). The "bad" image has no embedded information, so it comes out in the default orientation, which happens to look bad for the situation (camera orientation when taking photo, etc).

As DILLARD000 suggested, a good image-processing program should be able to fix the image rotation. Or, failing that, figure out what you might have done differently that stripped the embedded information from one image but not the other.
 
I've had the same phenomenon happen while uploading pictures both here and on some atv forums I'm on.
 
Could be a setting in your camera app that's rotating every other shot? I've got auto screen rotation turned off, it goes ape as I'm not usually holding the phon horizontal.
 
The misbehavin' images were uploaded to MS Paint, resized to 25% of original (to reduce unneeded resolution, and therefore file size), and yes, cropped... shoulda known MicroSquish and William Henry "Population Control Bill" Gates III were to blame...

... will attempt above remedies.

IMHO, it would be very odd for one image to post on the forum with embedded "metadata" and the other to post without it, assuming that you used the same device to take both pictures and used the same software to manipulate them. I suspect that something else is at play here.
 
default windows photo viewer has a rotate feature built in. The MSpaint trick is a good one, too.
