Purpose and name of the little rubber piece?

I think the name of that part is "not serviced separately". I see a lot of parts with that name. If I had to assign a generic term I'd call it a "nipple". It's purpose is to direct the flow of the fuel returning to the tank away from the pump pickup so it can mix with the rest of the fuel and cool off before getting sucked up again.

Yeah, a lot of small parts that aren't available by themselves don't have actual names. We just call them "that thing".
