secondary fuel pump?

Which pump is the secondary? The one on the frame rail or the one in the tank?
 
probably the frame rail thats the high pressure one but if the tank pump goes the truck wont run i dont know if it works the other way around
 
The truck will idle somewhat, but will not take any gas when throttle is opened,used a code reader and got a code 95. I can hear the one on the frame rail.
