Seat Belts don't retract

The seat belts on my 88 Ranger won't retract well. If you lean forward they will not retract back unless you pull on them and then the slack will retract.

Does anybody have any ideas on how to fix this?

Clean the seat belts. Pull them all the way out and use something like a spring clamp to hold them out. Mix up some hot water, and isopropyl alcohol at a 1:1 ratio, add just a little bit of laundry detergent. Just use a cloth and scrub em down. Let em dry and they should work better for ya.
