Seat belts, 99 Ranger

My seat belts dont go back up, they hang down all the time, making them unusable... How do i fix it so the roll back up? Thanks Ryan.

Pull them all the way out, make sure they aren't twisted in the recoil mechanism, and untwist if they are. If not, might need to pull some plastic panels to see if the recoil springs are broken or something is bound up.
