Hey Gang, the driver's side seat belt was frayed about halfway thru so I sent it off to this place https://www.safetyrestore.com/ and it came back very shortly looking like new. When they say 24hr. turnaround they mean it.
Here's a tip: You can purchase the service on eBay from the same company and get free shipping.
 
My seatbelt is not rolling back in, but according to DIY instructions on youtube, you can simply clean it with a soap and it will roll back again.

You can use a soft bristle brush or tooth brush with dish soap and water to clean the fabric. A soft bristle brush is a must as a medium or stiff brush may snag the fibers and pull them a bit giving a fuzzy look to the belt. This method is usable on stains on your floor rugs to pull stains out and lift the fibers again. A pressure washer is Ideal for cleaning rugs but requires the rug to be removed where the brush, soap, water and shop-vac can clean the rug while installed.
